Under Azerbaijan migration rules, if you stay in the country for more than 15 days you must be registered at your place of stay, and you must leave before the stay shown on your visa ends. An eVisa does not allow paid work. The rules below are the guidance published by the State Migration Service of the Republic of Azerbaijan.

Azerbaijan migration rules on length of stay
Temporary staying period of foreigners and stateless persons, who enter the Republic of Azerbaijan upon visa, cannot be more than the staying period indicated on the visa. If temporary staying period of foreigners and stateless persons in the country is not extended, they are not granted temporary residence permit, or no application for the extension of temporary staying period or issuance of temporary residence permit has been received by the end of that period, they have to leave the territory of the Republic of Azerbaijan.
Registration at your place of stay
Foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 15 days (as well as when they change their place of stay) should apply to the management of the place he/she stays (hotel, sanatorium, rest home, boarding house, camping, tourist base, hospital or other similar public places) or the owner of the apartment or other place of accommodation in order to get registered upon place of stay by the State Migration Service of the Republic of Azerbaijan without paying any state fee.
Overstaying or not registering
Foreigners and stateless persons who overstay the period indicated on the e-visa or do not get registered upon place of stay (in case of staying more than 15 days) or do not obey the rules of registration upon place of stay (registration within 5 working days from the date of arrival at the new place of stay) when moving from one place to another are held liable in a way defined by the law (Violation of these rules results in administrative liability according to Article 575 of the Administrative Offences Code of the Republic of Azerbaijan).
Working in Azerbaijan
E-visa does not give the right to foreigners and stateless persons to engage in paid labour activity in the Republic of Azerbaijan. Foreigners and stateless persons intending to engage in paid labour activity in the Republic of Azerbaijan should obtain labour visa (the period of stay in the country is defined up to 90 days) in a way envisaged by the Migration Code of the Republic of Azerbaijan.
Foreigners and stateless persons intending both to reside temporarily and to engage in paid labour activity in the territory of the Republic of Azerbaijan should obtain work permit along with the permit for temporary residence in a way defined by the Migration Code of the Republic of Azerbaijan.
