Yes — India is on the list of nationalities eligible for an Azerbaijan eVisa. Indian passport holders can apply online, and the Azerbaijan eVisa for Indian citizens arrives as a secure download link rather than a stamp, so nothing has to be submitted at an embassy.

Is a visa required for Indian citizens?
Yes. India is not one of the eight countries with a temporary visa-free arrangement with Azerbaijan, so Indian citizens must have a visa before they travel. Because India is on the eVisa list, that visa can be obtained online from start to finish.
Eligibility depends on your passport
An Indian passport makes you eligible, whether you apply from India or from another country where you live or work. If you are resident in India but travel on a different passport, the answer depends on that other nationality — check it on the eligible countries list. The Azerbaijan eVisa page explains the eVisa itself.
When to apply
The arrival date you enter decides which processing speed you can use. With standard processing your arrival date must be at least 4 days after the day you apply. Urgent processing accepts an arrival date as early as the day you apply. Either way, the arrival date can be up to 365 days ahead, so there is no need to wait until the last moment.
Processing an Azerbaijan eVisa for Indian citizens
Standard processing takes 3 working days; urgent processing takes 3 hours. The checks are the same for both, and the choice simply sets how quickly the application is handled once it has been paid for.
Documents to prepare
Your Indian passport must be valid for at least 180 days — six months. You will also need a clear scan of its data page as a JPEG, PNG or PDF of up to 8 MB, your arrival date, the address where you will stay, and an email address you can reach. What you need to apply describes the scan requirements in detail.
How long the eVisa lasts
The Azerbaijan eVisa is valid for 90 days and permits a stay of up to 30 days. Planning around the 30-day limit matters more than the 90 days: the longer figure is the life of the visa, not the time you may spend in the country. See duration of stay for the full rules. A stay of more than 15 days also needs registration at your place of stay, as set out on migration rules.
Price per traveller
Through this service the Azerbaijan eVisa for Indian citizens costs USD 59 per traveller for standard processing or USD 130 per traveller for urgent processing. Each traveller on an application is charged at that rate, and the total is shown before you pay. The charge is made in Azerbaijani manat (AZN); the dollar prices are given for information. Refund terms are on the fee page.
The Azerbaijani embassy in New Delhi
No embassy visit is needed for an eVisa. The Embassy of the Republic of Azerbaijan in New Delhi, at 41, Paschim Marg, Vasant Vihar, New Delhi 110 057 (newdelhi.mfa.gov.az), handles other visa types and consular matters. It is also accredited in Bangladesh, Sri Lanka, the Maldives, Bhutan and Nepal. Full contact details are on our Azerbaijan embassies page.
